Key Outcomes
The Potter County Democratic Committee held its reorganization meeting on May 26th,
successfully electing all officers for terms running through 2030 and establishing four new
standing committees to strengthen party infrastructure and community engagement .
The committee voted to take over operation of the recycling center from the Lions Club effective
June 27th, creating a community service project that generates funds for local charities while
maintaining an essential service.
Democratic primary turnout reached 29.64%, significantly
outpacing Republican turnout at 21.38% .

Leadership Slate (2030 Terms):

● Vice Chair: Linda Klingeman (elected)
● Secretary: Terry Shaffer (re-elected) with Ronnie Schenkein as co-secretary
● Treasurer: Kathy Barrett (re-elected)
All officers were elected unanimously by voice vote.
Decisions Made
Recycling Center Project Approved:

The committee voted to assume operation of the Potter County recycling center from the Lions
Club, effective June 27th . Matt Benson, current volunteer coordinator, will continue as foreman
and presented operational details .
Operational Details:
● Hours: Saturdays 9 AM to 12 PM
● Staffing: 2-3 volunteers plus community service workers from probation office and
county jail
Revenue streams:
Donations from users, aluminum cans/beer cans (5-cent returnables
for gas costs), steel cans (bean/soup cans) sold to Allegheny scrapyard.

● Monthly revenue can reach: $400-500
● All proceeds directed to local charities including food banks, senior centers, libraries, and
rescue organizations.
Financial Transparency Requirements:
The committee determined all cash donations must be tracked and accounted for through a
separate account with documented receipts and disbursements to maintain transparency and
prevent embezzlement concerns.
Committee Structure Established:
Four standing committees were formally approved to organize party activities and distribute
leadership responsibilities .
Precinct Leaders Policy:
Precinct leaders (committee persons) are now welcome to attend officers meetings, and officers
will attend precinct meetings to improve coordination.

Approved Responsibilities:
● Execute “Contest Every Race” campaign
● Coordinate Ray Bilger’s direct mail project for Democratic super voters
● Organize July 26th picnic and fundraising at Big Red Barn in Ulysses
● Recruit rally marshals and coordinate promotions
● Manage Potter County recycling project
● Three officer structure: communications, treasurer, and volunteer recruitment
Facilities and Headquarters Committee
Approved Responsibilities:
● Coordinate volunteer staffing for headquarters open hours
● Organize and decorate party space (focused on designated areas to avoid overwhelming
visitors)
● Handle cleaning and maintenance of headquarters
● Create and source signage for Communications Committee
● Maintain “LeavingMAGA.org” signage on Ford building
First Meeting: Scheduled for June 16th at 6 PM
Communications Committee
Approved Responsibilities:
● Coordinate unified message calendar across all party channels
● Manage social media posts and celebrate party successes
● Maintain website (Mike continuing as lead for now)
● Develop signage strategy for headquarters and Ford building
● Track outreach activities (canvassing, phone banking, etc.) since no separate canvassing
committee will be formed
The committee emphasized message discipline: “We’re going to have a message, and we’re
going to drive a solid message throughout each of our apparatus” .
Precinct Leaders Committee
New Monthly Meeting Structure:
● Regular monthly meetings for precinct leaders
● Precinct leaders invited to all officers meetings
● Officers will attend precinct-level meetings
● Designed to improve coordination between county and precinct levels
All committees approved unanimously with sign-up sheets available for volunteer recruitment .
