Coudersport, PA–The Coudersport Area School District School Board tackled a lengthy agenda during its recent May 11th, 2026 meeting, approving the district’s proposed final budget for the 2026-2027 school year, several capital improvement projects, and the hiring of a new superintendent.

Business officials reported that the district’s proposed final budget totals approximately $16.9 million for the upcoming school year. Administrators explained that school districts are required to make the proposed budget available for public inspection at least 20 days before final adoption, which is scheduled for June 8.

During the financial report, district officials discussed increasing costs in several areas, particularly special education services. The district’s projected costs through the Seneca Highlands Intermediate Unit 9 are expected to rise to nearly $2 million, an increase of approximately 8.6 percent over last year. Board members noted that while the percentage increase was relatively modest compared to previous years, the overall dollar amount continues to grow.

Insurance premiums for the district also increased. Officials said the district received quotes showing increases between seven and eight percent, though a change in cyber insurance providers helped offset some costs. Administrators attributed rising liability insurance costs to increasing jury awards nationwide.

The board approved several capital improvement projects funded through the district’s capital reserve account. Projects included repairs to an elementary school drain system, masonry pointing work, replacement of classroom clocks, gutter and bus loading zone repairs, a new playground backstop, and replacement of a district tractor. Combined, the projects totaled tens of thousands of dollars and are aimed at maintaining aging infrastructure throughout the district.

Board members also approved an increase in funding for the district’s security camera upgrade project, raising the allocation from $70,000 to $72,500, with remaining funds directed toward mental health services in the district.

In another notable decision, the board voted to establish annual donations of $300 each to the Coudersport Volunteer Ambulance Association and the Coudersport Volunteer Fire Department in recognition of the services they provide to the district during school events and emergencies. Administrators explained that neighboring districts make similar contributions.

The board also approved an agreement with Mike Dell to serve as a full-time armed security officer for the next three school years.

One of the evening’s most significant announcements came with the approval of David M. Zula as the district’s new superintendent, pending final contract negotiations. Zula will serve an initial three-year term with a starting salary of $135,000. Board members read a statement from Zula, who was unable to attend the meeting, expressing gratitude for the opportunity and a commitment to fostering “a positive, innovative and inclusive environment for our students, staff and community.”

The board also accepted, “with regret and appreciation,” the retirement resignation of longtime French and English teacher Jennifer Askins effective June 2, 2026.

There was then a recommendation to approve Jessica Bardo, Gayle Confer, Brigette Dubots, Cynthia Foringer, Rebecca Jones, Connie Sue Olney, and Jade Rohere as Summer School staff at the rate of $25/hour not to exceed 260 hours, which was approved.

At the conclusion of the meeting, former school director Lorne Fitzgerald thanked retiring district business administrator John for his years of service and dedication to the district’s financial stability. Fitzgerald praised his “responsible approach” and “attention to detail,” saying the district had been fortunate to benefit from his leadership.

The meeting concluded with public thanks offered to the board for approving the donations to local emergency service organizations.
